Green River Levee Improvement Program
Project Description:
The Federal Emergency Management Agency (FEMA) de-certified all levees along the Green River in Kent.
This has resulted in many property owners being required to purchase costly flood insurance. This project includes inspecting, rebuilding and improving all Green River levees as needed to protect the Kent valley from flooding. Standards varied widely when these levees were being constructed, generally during the 1930s and 1940s. The levees have protected the valley very well, and will continue to do so. However, FEMA will not accredit the levees until we provide data showing they are sound. The City's Levee Improvement Program includes:
- Conducting geotechnical inspections of all levees to identify areas needing repair
- Rebuilding any weak or substandard sections
- Removing large trees and roots that could cause damage to the levees
- Removing ivies and other ground covers that can prevent routine inspections
- Certifying the improved levees, and submitting applications to FEMA so properties are removed from the Kent valley floodplains

Timeline of Events:
Horseshoe Bend Levee (multiple projects) - FEMA submittal in 2010 and phased construction from 2010 to 2012
Hawley Road Levee - FEMA submittal in 2010 and construction in early 2013
SR 516 to 231st Way Levee - FEMA submittal in Fall 2011 and construction in 2013
Boeing Levee - FEMA submittal in Fall 2011 and complete construction in summer 2013
Russell Road Lower and Lowest Levees - FEMA submittal in Fall 2011 and construction date to be determined
Briscoe/Desimone Levee - FEMA submittal in Fall 2011 and construction date to be determined

Approximately $60 to $80 million
